The demand for "A Learning Healthcare System" collides with shortages of money and time to effect fundamental improvements in the way evidence is produced on the effectiveness of diagnosis and treatment interventions. How do we match the capability assets of one group with the financial assets of another group to provide a one of a kind global evidence-based medicine collaborative/ communications platform?


The vision of the Institute of Medicine’s (IOM) Roundtable on Evidence-Based Medicine is to develo a healthcare system that emphasizes prevention and health promotion, delivers the most value, adds to learning throughout the delivery of care, and leads to improvements in the nation’s health. This is accomplished when the system draws on the best evidence of care most appropriate to each patient. The IOM projects by the year 2020 that ninety percent of clinical decisions will be supported by accurate, timely, and up-to-date clinical information, and will reflect the best available evidence.


Imagine the physician provider's use of a Bluetooth headset communicating through an Ultra-Mobile PC (UMPC) to solutions/services – delivered on a Software as a Service (SaaS) platform - that creates the clinical encounter using the provider’s voice or through keyboard entry.


At the completion of the encounter, the physician provider can request care planning assistance through the system via Evidence-Based Medicine Diagnostic Decision Support Toolsets in real-time – from any location. The solutions/services integrate to every known HIS system, EHR/EMR and clinic management systems the provider uses. The system does not require an installed EHR/EMR because the solutions /services have its own data capture dataset. If or when the physician provider installs his/her EHR/EMR, data can be exchanged via HL7 version 3.
